Can I just tile or floor over old asbestos tile?

Sometimes encapsulation by covering is an option, but it isn’t always appropriate and it leaves the material in place. Removal gives you a clean substrate and removes the future liability. The assessment covers both.

Is it safe if the tiles are intact?

Intact tile is relatively stable. The danger is in disturbing it — sanding, breaking, or scraping — which is exactly what a renovation does, so it should be handled properly.

How do I know if my old tile is asbestos?

Nine-inch tiles and black cutback adhesive in pre-1980 homes are common suspects. A lab test confirms it, and testing before any removal is the safe approach.
